Pronto habrá elecciones en México, por lo que consideramos oportuno aclarar una de las interrogantes que se hacen los ciudadanos del país, se trata de Cómo saber a qué partido estoy afiliado.

Entonces, consideramos oportuno indagar algunos aspectos relacionados con los partidos políticos, sus funciones, así como saber si uno está inscrito donde debe estarlo o lo cambiaron arbitrariamente hacia otro.

¿Cómo saber a qué partido estoy afiliado?

Actualmente, el Instituto Nacional Electoral (INE) posee un instrumento digital gratuito para descubrir si apareces inscrito en un partido político sin tu consentimiento.

Se sabe que por Ley, los partidos tienen que poseer un registro o padrón de sus miembros o simpatizantes y por ello es posible indagar si una persona aparece allí o no.

Vamos entonces a darte esos pasos para que descubras a cuál partido perteneces.

Y para hacerte los pasos más sencillos iremos al grano con el acceso directo:

  • Ubícate primero en la página web del INE, específicamente a este acceso directo.
  • Ahora escoge un partido. Al hacer clic en el enlace de descarga de cada partido se abrirá un documento en formato Excel donde encontrarás pestañas u hojas por cada ciudad donde hayan electores inscritos en el partido.
  • Allí dirígete a la pestaña perteneciente a tú lugar de domicilio/votación, y busca si te encuentras registrado.

Este proceso puede parecerte algo largo y engorroso pero la verdad no es así, puesto que el archivo está ordenado tanto por ciudad como alfabéticamente dentro de ésta, lo que hace el asunto muy fácil.

¿Cómo funciona un Partido Político?

Ya sabes a qué partido estás afiliado, pero aún no sabes Cómo funciona un Partido Político, vamos a ver este importante punto.

Un partido político es una forma de asociación de interés público que tiene personalidad jurídica, organización y patrimonio. Responde también a intereses, opiniones e ideas democráticas o de tendencias izquierdistas (en muchos casos) compartidas por sus miembros o adeptos. Su objetivo es participar en la vida pública, en el ejercicio democrático a través de contiendas electorales organizadas por el Estado.

Funcionan “generalmente” de esta manera:

Siendo un partido una asociación voluntaria que trata de mantenerse en el tiempo, mediante una forma de organización y un programa de gobierno atrayente para sus seguidores.

  • Los partidos inscriben de manera interna a todos quienes acudan a realizar la afiliación a la organización.
  • Además, antes de los procesos generales de elección, realizan elecciones internas para escoger sus cuadros de mando, de organización, así como a sus candidatos a elección popular.

El propósito de hacerlo así es garantizar que se esté enviando a la contienda al candidato que mayor aceptación tenga entre los miembros del partido para de esa manera tratar de garantizar mediante el voto universal, libre, secreto y directo, la ocupación del poder público.

  • Pero además escogen de manera interna, el “cuadro” que dirigirá las riendas de sus adeptos y quienes son las figuras que se conocen y dan la cara tanto dentro de las filas del partido como fuera de estas.

Funciones

Para dejar más en claro el tema de los partidos políticos, vamos a hacerte saber también cuáles son las funciones que éstos ejercen:

  • Ejercer la representación social, recogiendo las demandas ciudadanas e intereses de grupos mayoritarios, así como realizar la captación de simpatizantes a fin de conformar un partido sólido, movilizado e incluyente.
  • Proponer sus candidatos a cargos públicos.
  • Participar en la lucha por el poder mediante el ejercicio de oposición y formación de cuadros de gobierno.
  • Constituirse, registrarse y respetar las reglas del juego político.
  • Ofrecer a los ciudadanos información sobre sus actividades en pro del mejoramiento de la vida ciudadana.
  • Formar coaliciones y firmar convenios con asociaciones en pro de la Democracia nacional.
  • Efectuar propaganda de manera mesurada, sin ofender las buenas costumbres ni promover el odio, el racismo, la exclusión, la difamación de otras personas, ni la violencia, y utilizar material biodegradable en sus afiches y carteles.
  • Cumplir con su programa de gobierno, sus principios y derechos de los afiliados sin llegar a defraudar las expectativas de sus seguidores.

¿Cómo crear un partido Político?

Si lo que quieres no es adherirte a ningún partido ya constituido sino crear uno desde las bases, debes saber que las condiciones y requisitos para crear una asociación legal como  partido político, aparece contemplada en la Ley General de Partidos Políticos.

He aquí cuáles son estos elementos:

  • Primero, será crear el nombre del partido, su logotipo tentativo, y conformar sus estatutos fundamentales, el programa de acción, el reglamento interno, así como su declaración de principios o filosofía social.
  • Realizar una asamblea nacional constitutiva en la que se aprueben los documentos básicos del partido y se concrete su empadronamiento de miembros adeptos.
  • Tener por lo menos 3,000 afiliados en 20 entidades federativas o 300 en unos 200 distritos electorales de México.
  • La cantidad de miembros no puede ser menor de 0.26% del registro electoral de la votación federal anterior.
  • Informar al INE sobre la creación del partido, en el mes de enero anterior o siguiente al de la contienda presidencial, con la finalidad de organizarse como asociación política, y entregar los recaudos exigidos.
  • Participarle al INE cada mes sobre el origen y disposición de los recursos.
  • El Consejo General del INE nombrará una Comisión de 3 consejeros que examinen los papeles y el proceso de formación del partido y entregará su dictamen para dar o rechazar la inscripción.
  • Si se aprueba la inscripción del partido, empezara a regir desde el 1 de agosto del año anterior a la contienda electoral.
  • Podemos mencionar a modo de ejemplo, en México, las peticiones de inscripción de los partidos nuevos Asociación Civil Libre, Redes Sociales Progresistas, AC.

¿Cuántos partidos políticos hay en México?

En este momento México cuenta con siete grandes partidos nacionales inscritos, vamos a desglosártelos no por orden de jerarquía sino de miembros afiliados a la fecha, que en este caso, es nuestro tema principal.

  • PRI 2.065.161 integrantes.
  • PRD 1.242.411 asociados.
  • VERDE 660.874 adeptos.
  • MORENA 466.931 partidarios.
  • PT 448.492 miembros.
  • MOVIMIENTO CIUDADANO 381.735 seguidores.
  • PAN 252.140 miembros.

Las asociaciones políticas mencionadas anteriormente poseen puestos de elección popular para la escogencia del Presidente de la República, Senadores y Diputados.

Asimismo, existen  43 partidos políticos de carácter local registrados legalmente ante los organismos públicos locales, llamados anteriormente institutos estatales electorales, que incursionan en las elecciones.

Cabe destacar además que en los actuales momentos se encuentran 2 partidos en  proceso de extinción, estos son el Partido Encuentro Social y Nueva Alianza.

¿Qué pasa si me afiliaron a un Partido Político sin mi autorización?

Este es un caso que puede llegar a suceder, por ello el artículo tercero de la Ley General de Partidos Políticos indica que solamente cada ciudadano tiene el derecho de inscribirse en un partido sin que nadie más tenga la potestad de hacerlo de modo arbitrario o sin autorización.

Por ello, es ilegal que cualquier persona aparezca inscrita en una de esas asociaciones partidistas sin que lo sepa ni haya dado su consentimiento.

En vista de lo anterior es que radica la importancia de saber a qué partido político estás afiliado.

Entonces, el INE ha dispuesto 2 formas de averiguar si alguien se encuentra en una situación irregular:

  1. Primero, la que te explicamos al principio de este artículo, es decir, consultando el padrón electoral del INE en su página web.
  2. La otra no te la detallamos porque es mucho más engorrosa, sin embargo, igual de valedera, esta es también vía online en las páginas web de cada partido, en las que muestran la nómina de inscritos.

Y en caso de que aparezcas militando en un partido sin tu autorización, tienes el derecho de realizar una denuncia o reclamo formal en la Unidad Técnica de lo Contencioso del INE, después de llenar un formulario o documento administrativo que puedes descargar de la página online de dicha institución.

Si la vinculación es en un partido local, la denuncia debes formularla ante los organismos electorales del lugar donde corresponde la irregularidad.

Por tanto, examina en qué estado, localidad o provincia se te introdujo.

Uno de los partidos que ha presentado mayor cantidad de quejas en México es el PRI  con 1.135 casos.

Esto en general se considera una forma de fraude electoral y conlleva sanciones y hasta ilegalización, a menos que su presidente explique tal irregularidad de manera convincente.

Principales derechos de los afiliados a un Partido Político

Veamos algunos de los derechos y garantías que pueden disfrutar los afiliados a un partido político en México:

  • Participar directamente o por medio de sus representantes en las asambleas generales o reuniones celebradas por el partido y en todos sus gremios o cuerpos.
  • Elegir activa y pasivamente a la hora de tomar decisiones importantes.
  • Ocupar cargos periódicamente y respetar la norma de las decisiones por mayoría.
  • Derecho y garantía de libertad para expresarse de viva voz en la asociación.
  • Ser informado oportunamente sobre cualquier tema o decisión tomada.
  • Derecho a constituir líneas de opinión enmarcadas en la filosofía del grupo.
  • Derecho a exigir una norma ética de conciencia a sus legisladores.
  • Conocer acerca del manejo de los recursos propios de la organización o donados por simpatizantes,  para garantizar el uso transparente de los mismos.
  • Participar activamente en las reuniones para escoger a candidatos y dirigentes.
  • Derecho a defenderse ante algunas medidas de sanción o expulsión, con base en los principios legales ya estipulados en la Constitución de México.

¿Qué es el INE?

El INE es el Instituto Nacional de Estadística de México, institución adscrita al gobierno que se dedica a observar, llevar el control y  la experticia del servicio estadístico de la Administración Central.

Es una institución autónoma administrativa anexa al Ministerio de Economía, aparte de que la Ley le concede una función destacada en la actividad de censos demográficos, cuentas nacionales, indicadores económicos, entre otros.

Se pueden mencionar algunas funciones del INE:

  • Aportar información para el desarrollo de los ciudadanos que viven en una democracia.
  • Promover la fortaleza y vida de los partidos políticos.
  • Garantizar que los ciudadanos ejerzan sus derechos políticos electorales.
  • Organizar, controlar, y velar por el desenvolvimiento correcto de las contiendas electorales en México.
  • Normar el funcionamiento de los partidos políticos, el uso de los recursos que le sean asignados por ley, el tiempo de propaganda destinada en los medios de comunicación, y la transparencia en el comportamiento durante la contienda.
